Top Farm Development

This began as an outline planning proposal to redevelop the Top Farm area of Kemble, to provide an additional residential development comprising 43 new dwellings and 34 extra care units

After a public meeting in March 2010 and a consultation by the developer's agent Hunter Page, an outline planning request was made by Kemble Farms Ltd to Cotswold District Council in September.  After various revisions to the request, a second public meeting was held in November 2010.  The deadline for responses was extended to 12 December 2011.  

The Parish Council has opposed the application on a number of grounds, including the results of an extensive survey where more than 83% objected.

As of late February 2012 the extra care element was omitted from the scheme and the number of residential units reduced from 77 to 50.

There was an inquiry appeal 'hearing' starting on 26 July 2012, with 4 days set aside, at the CDC offices in Cirencester, which resumed and was concluded in late November 2012.  The case is too complex to summarise here, and all the relevant information is available at the CDC link below.  

As at 9 January 2013:- 

"The appeal is allowed and planning permission is granted for residential development comprising up to 50 dwellings at Land at Top Farm, Kemble, Cirencester, Gloucestershire GL7 6AB in accordance with the terms of the application, Ref 11/04236/OUT, dated 9 September 2011, subject to the conditions set out in the Annex hereto."
